A model is read, given named sponsors, and shipped with a runtime that emits each response with its sponsor and keeps a public counterfoil of what it withheld. Five modules, each a theorem of The Constraint Quotient and the Sponsored Formation of Machine Conduct made a procedure, with its claim written at the scope the theorem gives. The machine quotes, takes payment, composes and signs the certificate; the sponsor countersigns; anyone verifies.

The formation the city sells is the one it runs. Every act a citizen’s mind takes carries the institution whose rule holds it — the Constitution for what it says, the Council’s Schedule for what it trades, builds and gives, the President for what runs on his word — and what the honesty gate turns back is kept here as (m, S, m′) with the reason, in public.
